South Consulting was contracted by UNDP-Kenya to develop content for civic education and manage the grant for civic education for the constitutional referendum in Kenya. South Consulting developed the content for use in the civic education on the referendum, supported civil society groups in delivery of the content which included matters around devolution, designed and managed the implementation and monitoring of a nation-wide civic education programme, targeting all potential voters in the 2005 referendum, with non-partisan content-based education. The programme supported 30 civil society organisations to create awareness on the new constitution that was put to referendum in Kenya. South Consulting put in place grant making systems to manage this programme. The systems developed included; call for expression of interest which constituted the CSOs capacity assessment, call for proposals for short listed CSOs, programme activity planning and budgeting, CSOs training on delivery methodologies, funds disbursement and accounting, field monitoring of activities and funds and CSOs reporting tools and procedures and data verification through the UN volunteers. South Consulting provided overall leadership in the management of this politically sensitive programme.
